If they are big files, yes, that is slow, and that's *if* you are getting that speed consistently.  Satellite is not all that reliable for upload.  You can test your up and down speeds at speedtest.net.  For instance, on cable, I get uplod speeds of about 3.65 Mbps.  Probably also depends on your ping numbers.
