I'm not 100% sure what you're looking for, but this standalone "Flash Movie Player" works for Windows 95 through XP, and should do the trick.

If you're having problems with Macromedia Flash Player itself (the plugin, now owned by Adobe), you may have to do a little experimenting to find the right one that works with your Windows 98 system. I know that version 7.0 runs perfectly on my 98SE laptop, but you can go further back if you need to. You may want to try this site:
