There are a lot of slideshow and photo album programs out there, but this is one project that I've never tackled (making a DVD movie slideshow). In the past, whenever I start something like this, I always find that I need more types of software than I first thought (photo editor, audio editor, presentation program, video editor, CD burner, etc.).
That's the fun of NoNags! Have you looked at all your options?

After looking over those pages, you probably noticed that PhotoMeister would be a really good choice, huh? I would try this first! It has a lot of features, including VCD support, but also web albums, slideshows, and screensavers. It definitely deserves the 6/6 "duckie" rating.
Another program worth looking into would be VAMP Media Center. It's not exactly what you're looking for, but has cool "sharing" features that also give it a 6/6 rating. Personally, I've never been impressed with this program, but I know several others who really enjoyed it.
Of course, NoNags doesn't always have "exactly" what you want sometimes. ...maybe you've tried the ones above? I have a couple other recommendations, but I'm hesitant about sharing my views if the app is not listed here. These next two are good choices -- but are not tested or verified by NoNags. Don't sue me if you blow up your computer, okay! ...caveat emptor.
PhotoStage Slideshow
NOTE: Approx 2.4 MB download. Requires Win2K or above. This freeware comes from a commercial/shareware company. After installation, you'll notice this program has added a shortcut to your internet favorites (to their site), and a new folder in your startup menu (linking to their other programs). You'll have to delete these.
DVD Slideshow GUI
NOTE: Big download, approx. 18 MB (because of the slide transition effects). Requires WinXP or above, and 1 GB RAM. This is open source, and well done -- but is still in the "not quite ready" phase.
Hope this helps. Let us know how your project turns out, alright.
