You are definitely infected with malware and or a virus, if this is a
new computer the either return it or do a complete OS reinstall.  This
can be a nasty one to completely remove and who knows where it came from and what other surprises are hiding in it.

When ever I work on a system that has this type of issue I always recommend doing a clean install, it really does not take long and there is nothing like starting out fresh and clean.
