You will need this program:  
(1) if your computer is connected to the Internet through a web (http) proxy, which does not allow you to use any other Internet software (e-mail, IRC, chat, online stocks, etc.) by blocking access to all remote servers/ports.  
(2) You don't want your local network administrator to log your surfing activity.  
In both cases, HTTPort creates a virtual TCP/IP connection through a proxy from local host to an arbitrary specified remote host:port.  
In case you use HTTPort with conjunction with any free public proxy, thus defeating your local proxy.
